Presentation of Draft Baseline Assessment Report (Stage 1) which was agreed by RTG subject to any further comments made directly to SLR. Each Authority to provide further information on capacity and any constraints related to existing and proposed waste management facilities in their areas. Assessment of the possibility of Landfill Tax Credit Scheme funding for the consultation exercise to be undertaken. Each Waste Authority agree to contribute £1000 towards consultation exercise.

Cllr M. German (DCC) nominated as Chairman of the RMG. Presentation by C. O’Brien (WAG) on Wise About Waste – National Strategy for Wales. Presentation by A. Phillips (DCC) on European, UK policies on waste and on requirements of TAN 21. Terms of Reference and Consultation Strategy introduced and supported by RMG.
Presentation by SLR on the methodology for the Regional Waste Plan and the Strategic Waste Assessment (Stage 1) undertaken.

The Draft Options Development Report (Stage 2a Report) was discussed and the Group agreed that Options 1 – 6 would be carried forward to the next Stage (2b) for the various assessments. Option 0 would not be subject to the various assessments but would be referred to in the Stage 2b Report as a baseline for comparison.
Report on “Consultation Strategy Material” circulated to Group.
Application for Landfill Tax Credit Scheme grant to help fund consultation material was unsuccessful.
DCC to go it alone in producing a web site given the financial and time constraints.

The Sustainability Assessment Report (Stage 2b Report) was discussed and a number of issues were raised. It was agreed to amend the report to take into account the issues raised and to circulate an amended report to the Group.
The Group were advised that the website had now been officially launched .
Following invitations to tender Design & Print would be producing the Consultation Material documents, the Draft Plan and the Final Version of the Plan to be submitted to WAG.

Members were provided with an update of the work which had been undertaken with regards to the Stage 1: Strategic Assessment Report, Stage 2a : Draft Options Development Report the Stage 2b : Sustainability Assessment Report, the consultation material and the development of the website.

An amended version of the Sustainability Assessment Report (Stage 2b) was discussed which was agreed by the Group subject to any further comments.
The Group discussed the possible contents of the Regional Waste Plan.
The Group agreed with the contents of the report (previously circulated) specifying the consultation process, distribution of consultation material and the minimum consultation requirements.

The amended Sustainability Assessment Report (Stage 2b) was discussed and agreed by the Group. It was also agreed that the 6 options would be carried forward to the Draft Regional Waste Plan for the purposes of the full consultation exercise.
The possible contents of the Draft Regional Waste Plan were also discussed.

Preparation and distribution of consultation material was discussed, as was the need for publicity and public support. Consultation of the Draft Plan was agreed to begin during early September. Each LA/organisation gave their responses to the Draft Plan. The RTG & RMG members agreed the Draft Plan.

The Review stage of the Plan was introduced, as were the issues to be faced. Membership of the group and Terms of Reference were discussed, as was progress on UDP’s, Municipal Waste Plans and facilities in each LA. The issues of hazardous waste and landfill facilities were also discussed.

Each Local Authority provided an update on proposed facilities/procurement. A report was given of the three Regional Coordinators meeting with Carwyn Jones AM regarding funding of facilities.

The Environment Agency Wales gave a presentation on the Sustainability Appraisal and Life Cycle Analysis of the strategic waste management options. The group also discussed the AMR and agreed to delay its publication until the EAW could provide further data.

RPS gave a presentation to the group for the ‘Areas of Search’ project. The group agreed that the report and maps should be published for consultation.
 Peter Brett Associates gave a presentation to the group for the ‘Health Impact Assessment’. DCC officer gave a presentation on Convergence funding – the successor to Objective 1 funding.

The group discussed the draft North Wales Regional Waste Plan 1st Review document. It was agreed that the non-technical summary should be translated and that the main document should be split into 2 parts with the main body of the text in a ‘Core document’ and the tables and technical information in a ‘Technical Companion’.
