Annual Monitoring Reports

The North Wales Regional Waste Group has published 3 Annual Monitoring Reports to date. Central to this process has been the collection and analysis of information / data regarding the waste situation within the region and the implementation of the RWP.

Each of the three regions in Wales is required to prepare and publish an Annual Monitoring Report in each year of the contract. Information on the waste situation within the region is required in order to monitor the region’s waste arisings, recovery and disposal. The challenge of planning for waste management and resource recovery facilities must be undertaken with a sound information base. It is therefore important to have comprehensive, accurate, timely, and consistent information. The content of the Annual Monitoring Reports can be summarised as follows:

  • a statement of the objectives and scope of the report, the guiding principles and drivers for change;
  • an assessment of:
    • the current situation of waste arisings (volume, composition, recycling and growth rates);
    • location and capacities of existing and proposed waste management facilities including identification of any data gaps and suggestions to improve data collection, with specific data on priority waste streams including hazardous waste, WEEE, tyres and agricultural waste;
  • an assessment of the implications for a review of the development of the choice of options for future waste management in the region and consultation undertaken in respect of these options leading to the recommendation of the preferred option;
  • an assessment of the land use implications for each local authority’s forward planning so as to accommodate the proposed allocation of future waste management capacity for each waste type to each local planning authority; and
  • a statement on the development of land use planning policies in development plans that are under preparation in the region to implement and meet the requirements of the Regional Waste Plan to make adequate provision for the infrastructure necessary to implement the Wales Waste Strategy targets.
