What are we doing?
In 2004 the North Wales Regional Waste Plan was adopted. This non-statutory plan provides a land use planning framework for the North Region and is a material consideration in the planning process. Waste is not a static industry and the Plan needs to be reviewed to reflect the changing needs of the region. We are currently producing the First Review of the North Wales Regional Waste Plan.
Why are we doing it?
- Landfills in the region are filling up
- Landfill is unsustainable
- European and National legislation mean that we have to change the way we treat our waste – or face huge fines.
- We are wasting a potential resource!

National policy and guidelines subscribe to the waste hierarchy, where the main emphasis is on promoting the reduction, re-use and recovery of waste and a move away form the disposal of waste through land filling.

The proximity and self sufficiency principles are also key Welsh Assembly Government objectives specifying that waste should be treated or disposed of as near to the source of origin as possible.
What is the Policy?
Waste has become an issue of major importance and the specific objectives and targets set out in European Directives such as the Framework Directive on Waste and the Landfill Directive require radical changes in the way that we manage waste.
To deliver the changes required in Wales in order to comply with European Legislation objectives and targets, the Welsh Assembly Government have produced Wise about Waste : The National Waste Strategy for Wales and Planning Policy Wales Technical Advice Note : 21 Waste (TAN 21). Wise about Waste sets out specific targets for Wales regarding the methods of waste management and TAN 21 provides advice about how the land use planning system should contribute to sustainable resource management.
Who is the Regional Waste Group?
TAN 21 introduced the need for regional coordination which brought about the formation of the three Regional Waste Groups. Denbighshire County Council is the Coordinating Authority, managing and administering the production of the North Wales Regional Waste Plan and First Review. They are supported by 2 distinct groups:
• Regional Technical Group (RTG)
• Regional Member Group (RMG)
