
The North Wales Regional Waste Plan was adopted in March 2004.The Plan aims to provide a sustainable landuse planning framework and to help facilitate an integrated and adequate network of new and modern waste management facilities for the region.
Deciding how the Region should plan for managing the waste it generates is the major issue regarding the formulation of the Regional Waste Plan. In order to inform the Plan a number of technical studies were undertaken, which are detailed below.
As part of the process of assessing how the Region should manage its waste in the future a Draft Regional Waste Plan was produced and was subject to full public consultation. Further details of which can be found by clicking on the consultation link on the left.
The Waste Plan contains information about waste issues both generally and within a regional context. It explains and assesses the 6 possible options and the Hybrid option for dealing with the waste generated in the Region. There are also best practice guidance statements relating to waste management within a landuse planning context.

Strategic Assessment Report (Baseline assessment) (Stage 1)
A Strategic Assessment (baseline assessment) of the North Wales Region was undertaken, summarising key waste management statistics within the region and where possible, broken down to the Unitary Authority level. This also acts as a bench mark for future studies.
Data for commercial, industrial, special, construction and demolition, and, municipal waste arisings are summarised. Existing and planned waste management arrangements, including the number and type of waste management facilities, are also given. Waste arisings forecasting to the year 2021 are also made for each principle waste stream. The strategic assessment report was submitted to the Welsh Assembly Government in November 2002.

Waste Management Technology Options (Stage 2)
There are wide choices of waste management technologies available in the UK today. This stems from the urgent need to divert waste from landfill and the pressure to develop alternative methods of dealing with this waste. With such a wide range of technologies and increasing concern over health and the environment the question comes down to which is the most sustainable technology. These reports aim to identify which mix of technologies are the most suitable in relation to North Wales and then provide a strategic steer as to the most appropriate combination of technologies for the region as a whole.
Draft Options Development Report (Stage 2a)
This report identifies the 6 different combinations (Options) of the various types of waste management facilities which were then assessed in the Stage 2b report, to deal with the waste forecast to be generated in the Region in 2013 (the assessment year).
A base Option which is known as Option 0 is referred to in this report to reflect the situation if we would not change the way that we manage our waste.

Sustainability Assessment Report (stage 2b)
This report assesses the 6 different combinations (Options) of the various types of waste management facilities identified in the Stage 2a report by using techniques which include Best Practicable Environmental Options Assessment (BPEO), Sustainable Waste Management Options Assessment (SWMO) and Life Cycle Assessment (LCA). A seventh option – the Hybrid option – was developed and identified as the preferred scenario. This option combines two of the initial six options. Details of the BPEO assessment for the Hybrid option are available by clicking on the link below.
