The first important element of the review has been to carry out an immediate review in relation to hazardous waste planning in consultation with the other Regional Waste Groups, so as to prepare and publish locational criteria or policies as an addendum to the Regional Waste Plan that will guide future proposals for hazardous waste treatment and disposal facilities.

The Report on Hazardous Waste (December 2005), has been the subject of a public and key stakeholder consultation and was agreed by the Regional Member Group. The report has now been formally submitted to the Welsh Assembly Government.

• The Report itself addresses the needs of four groups of people:
  The European Commission – in terms of meeting the UK’s obligation under the Waste Framework Directive and Hazardous Waste Directive to ensure that there is an adequate and integrated network of waste facilities by establishing locational criteria for waste management facilities;
• Developers from the waste management industry – in terms of providing clear guidance on the policies and procedures of the system for securing planning permission;
• Local Authority Members and Officers – in terms of providing an accurate and clear assessment of the planning issues surrounding the wide variety of facilities that can handle materials classified as hazardous waste; and
• The Local Community – in terms of providing a level of confidence as to how and where hazardous waste will be tackled.

The Report first discusses the wider context by reviewing the legislative changes that have recently occurred and by presenting and analysing current data on hazardous waste arisings and hazardous waste facilities. The Report then addresses the needs of the four identified groups by:

• examining the land-use planning considerations for the range of facilities that can handle materials classified as hazardous waste;
• examining the existing controls of the land-use planning system and their implications; and by
• discussing each type of hazardous waste facility in turn, any change in circumstance since the publishing of the RWP and identifying the appropriate locational criteria for each type of facility.

The final section of the Report identifies locational criteria generic to all waste facility types.
