
The first South West Wales Regional Waste Plan (RWP) was agreed by the Regional Member Forum on Friday 28th November 2003 and was recommended to each of the eight local planning authorities across the region for endorsement.
All eight planning authorities endorsed the RWP and the Member Forum formally accepted the Plan at a meeting on Friday 27th February 2004. The Plan was subsequently submitted to the Welsh Assembly Government.

A number of background reports were produced to inform the preparation of the RWP:
Stage 1 Report: Strategic Waste Assessment Report (November 2002)
This report was produced to summarise the key waste management statistics within the region and where possible the data was broken down to local authority level.
Arisings data for municipal, industrial, commercial, construction and demolition, agricultural and special waste was presented. Existing and planned waste management arrangements including the number and type of waste management facilities were also given. Waste arisings forecasted to the year 2021 was also made for each of the principle waste streams.
The Stage 1: Strategic Assessment Report was submitted to the Welsh Assembly Government in November 2002.

Stage 2(a) Report: Options Development Report (January 2003)
This report identified the range of waste management options for the region to be taken through the assessment process.
Seven options were presented achieving differing levels of recycling, composting, mechanical biological treatment (MBT), thermal treatment and landfill. Waste management capacity requirements for all waste streams were presented by local authority level.

Stage 2(b) Report: Sustainability Appraisal Report (May 2003)
This report assessed each of the options using a robust and auditable evaluation methodology. An assessment of the options against a number of indicators was undertaken and a preferred option was identified. The preferred waste management option formed the basis of the Regional Waste Plan for South West Wales.
